CALL THE HEARING TO ORDER

Call the hearing to order at 6:30 p.m. Scribner-Snyder President, Laura Schnoor presiding.

Notice of this hearing was properly published in a newspaper of general circulation by advance Public Notice with notice and advance agenda given to all members of the board prior to the meeting date.  Scribner-Snyder personnel Joe Peitzmeier, Brad Stithem, Sharon Meyer and Malia Nemecek were in attendance.

 

A “Notice of Special Budget Hearing” is incorporated herein as Exhibit “A”.

 

The Pledge of Allegiance was recited.

 

ROLL CALL

A call of roll showed all members present:  Don Beck, Mike Fischer, Matt Kruse, Laura Schnoor, Cory Schlueter and Andrea Vacha

 

PURPOSE OF HEARING

The purpose of this hearing is to study the proposed 2022-2023 budget and receive public comment on the budget as it is considered for adoption by the Board of Education.

 

REVIEW THE PROPOSED 2022-2023 BUDGET – JOE PEITZMEIER, SUPERINTENDENT

Superintendent Peitzmeier presented the budget.  Some discussion.

 

BOARD OF EDUCATION COMMENTS

Schlueter commented that he had a number of patrons asking questions pertaining to the post cards they received from Dodge County.

The purpose of this hearing is to hear support, opposition criticism, suggestions, and observations of taxpayers on the proposed 2022-2023 Property Tax Request of the District.

ACTION ITEMS

 

BUDGET RESOLUTIONS

 

  1. GENERAL FUND BUDGET

Fischer moved that the General Fund Budget for 2022-2023 be set at $7,238,946 with a Property Tax Requirement of $3,789,000.  Beck seconded and motion carried 6-yes.

 

  1. BUILDING FUND BUDGET

Kruse moved that the Building Fund Budget for 2022-2023 be set at $1,249,000 with a Property Tax Requirement of $151,515.  After some discussion, Fischer seconded and motion carried 6-yes.

 

RESOLUTION TO APPROVE THE PROPERTY TAX REQUEST

 

RESOLUTION SETTING THE PROPERTY TAX REQUEST

RESOLUTION NO. School Year 2022-2023

 

WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of Scribner-Snyder Community Schools passes by a majority vote a resolution or ordinance setting the tax request; and

 

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

 

NOW, THEREFORE, the Governing Body of Scribner-Snyder Community Schools resolves that:

 

     1.  The 2022-2023 property tax request be set at:

                    

                      General Fund:     $3,789,000.00

        Special Building Fund:     $   151,515.00

 

     2.  The total assessed value of property differs from last year’s total assessed value by 2.04 percent.

 

     3.  The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.739333 per $100 of assessed value.

 

     4.  Scribner-Snyder Community Schools proposes to adopt a property tax request that will cause its tax rate to be 0.764359 per $100 of assessed value.

 

     5.  Based on the proposed property tax request and changes in other revenue, the total operating budget of Scribner-Snyder Community Schools will increase last year’s budget by 1.49 percent.

 

     6.  A copy of this resolution be certified and forward to the County Clerk on or before October 15, 2022.

 

Motion by Kruse, seconded by Fischer to adopt Resolution # School Year 2022-2023.

Discussion was held regarding the board’s self-assessment.

  1. STRATEGIC PLAN PHASE II

Discussion was held regarding Strategic Plan Phase II.  Discussed names to invite to be on the SOC Committee.  The Board also selected questions to be used for survey.

 

ADJOURNMENT

There being no further business on the agenda of this meeting, President Laura Schnoor adjourned this meeting at 8:09 p.m.
