BOARD OF EDUCATION DISTRICT #62

                                                            MONDAY, JANUARY 10, 2022 @ 6:30 P.M.

SCRIBNER – SNYDER BAND BUILDING

 

 

Open the Meeting

Call the meeting to order at 6:30 p.m. Superintendent Peitzmeier presiding.

 

Open Meetings Act

Notice of this meeting was properly published in a newspaper of general circulation by advance Public Notice with notice and advance agenda given to all members of the board prior to the meeting date.  Scribner-Snyder personnel Joe Peitzmeier, Brad Stithem, Sharon Meyer and Malia Nemecek were in attendance.

 

The Pledge of Allegiance was recited.

 

Roll Call

A call of roll showed all members present:  Don Beck, Mike Fischer, Matt Kruse, Cory Schlueter, Laura Schnoor and Andrea Vacha.  

 

Election of President

Superintendent Peitzmeier called for nominations for president.  Fischer nominated Schnoor for president.  Schlueter moved that nominations cease and a unanimous ballot be cast for Laura Schnoor.  Vacha seconded and motion carried 5-yes, 1-abstain (Schnoor).

Schnoor was elected President of the Board of Education for 2022 on 1 ballot, receiving 5 votes, a majority of those voting.

 

President Schnoor now presiding.

 

Election on Vice President

President Schnoor called for nominations for vice-president.  Schlueter nominated Fischer for vice-president.   Schnoor moved that nominations cease and a unanimous ballot be cast for Mike Fischer.  Vacha seconded and motion carried 5-yes, 1 abstain (Fischer). 

Fischer was elected Vice-President of the Board of Education for 2022 on 1 ballot, receiving 5 votes, a majority of those voting.

 

Election of Secretary

President Schnoor called for nominations for secretary.  Vacha nominated Schlueter for secretary and moved that nominations cease and a unanimous ballot be cast for Cory Schlueter.  Beck seconded and motion carried 5-yes, 1-abstain (Schlueter).

Schlueter was elected Secretary of the Board of Education for 2022 on 1 ballot, receiving 5 votes, a majority of those voting.

 

Approval of Treasurer

Vacha moved to approve Tim Wobken as the SSCS Treasurer for 2022.  Fischer seconded and motion carried 6-yes.

 

Welcoming of Visitors

No visitors

 

Informational Reports

Board Members – Laura Schnoor mentioned the Legislative Conference which will be held on January 30-31.

 

Principal Stithem reported on the following items:

  • Drop and Add Classes
  • SSCS is in the process of getting new textbook series for Reading/Language Arts materials for the 2022-2023 school year.
  • We’d like to welcome our new foreign exchange student, Rose Brazel to SSCS. Ms. Brazel comes from Germany and is staying with the Beranek family.
  • The Scribner Fire Department will do a SSCS facility walk through on Jan 11th.
  • We want to welcome everyone back from the holiday break, and are excited to start the second semester.

 

Superintendent Peitzmeier reported on the following items:

  • Legislative Issues:

  • Finance:

-SPED Resignation – start advertising

  • Facilities:

-Trane update

-Old High School update

  • Workshops/Meetings:

-After School Program – no updates

-Midland College Mock Interviews on January 21, 2022

  • Miscellaneous:

                         -Incumbents filing date is February 15th and all others is March 1st.

                        -January 19th marks the 7th Annual Nebraska Loves Public Schools Day

 

Updated the Board on Superintendent attendance/absences

 

Other - Malia Nemecek – AD/Data/Student Services

  • Winter sports and activity participation
  • Girls Wrestling
  • Mr. McDuffee and Mr. Ruzicka have started the sign-up process for the SSCS Youth Wrestling Program.
  • We added an assistant coach for Speech. Laura Enos (Head) and Kim Drey (Assistant) are the Dynamic Speech Coach Duo.
  • We are currently hosting regular competition games for Jr. High Girls and Boys/ Girls Reserve Basketball at SSCS.
  • Mr. Poesnecker will be posting within the week of what musical the kids will be performing this year.  The musical is scheduled for March 26th and 27th.
  • In the process of putting a schedule together for Kids Club.
  • Volleyball and Softball Sports Co-op are due by June 1st.
  • EduClimber is the new program that we will be using to compile data.
  • NSCAS Growth Testing Pilot-State Accountability Grades 3-8
  • External visit coming up on Feb 20-22.

 

Action Items

 

Approval of the Consent Agenda

Vacha moved to approve the Consent Agenda as presented.  This includes the approval of the agenda, the December 13, 2021 Minutes, Treasurers Report (attachment 1), Financial Reports (attachment 2), the actual General Fund expenses (attachment 3) and placed them on file.  Schlueter seconded and motion carried 6-yes.

 

Selection of Bank Depository for District Funds

Fischer moved that Scribner Bank be designated as the depository for all School District #62 checking accounts for 2022.  Vacha seconded and motion carried 6-yes.

 

Set Regular Board Meeting Dates and Time

Vacha moved that regular meetings of the Scribner-Snyder Board of Education be held on the second Wednesday of each month at 6:30 p.m. and revise policy # 204.01 to reflect the change.  Discussion was held amongst the board.  Schlueter seconded and motion carried 6-yes.

 

Board Authorization for Superintendent Actions

Vacha moved that the Board of Education authorizes and grants the Superintendent or his designee authority to represent the District in all matters relating to local, state, and federal programs and funds, such as but not limited to Title Programs, ESU #2 Co-op purchasing of supplies, E-Rate, etc.  Beck seconded and motion carried 6-yes.

 

Designate the District Official Newspaper for Publication

Vacha moved that the Rustler Sentinel be designated as the official newspaper for the SSCS School District.  Fischer seconded and motion carried 6-yes.

 

Designate the District’s Legal Counsel

Vacha moved to designate the attorneys of Perry Law Firm as the district legal counsel.  The District reserves the right to use the legal services of Legal Counsel for the Nebraska Association of School Boards, as may be needed.  Kruse seconded and motion carried 6-yes.

 

Consider and Take Necessary Action Regarding Membership in the Nebraska School Boards Association

Fischer moved to approve membership in the Nebraska School Boards Association.  Beck seconded and motion carried 6-yes.

 

Consider and Take Necessary Action Regarding Offering the Early Retirement Incentive Program

Schlueter moved to approve 1 application for the Early Retirement Incentive Program.   Vacha seconded and motion carried 6-yes.

 

Approval of Negotiated Agreement for 2022 – 2023

Vacha reported on the previous negotiations meeting.

Schlueter moved to approve the negotiated agreement between the District and the SSEA for 2022 – 2023 as presented, with a base salary increase of $750, setting the base salary at $38,840.  Vacha seconded and motion carried 6-yes.

 

Discussion items

  1. COVID-19 Updates – New guidance from CDC.
  2. Committee Assignments for 2022.  President Schnoor made Committee assignments for 2022.
  3. Board Retreat Date – Planning for February 23rd at 5:00 p.m. for report on current status of Facility Study and School Improvement.

 

Executive Session

Vacha moved to enter executive session at 7:34 p.m. for the purpose of discussing personnel when necessary to prevent needless injury to the reputation of a person and such person has not requested a public meeting; and for the protection of the public interest; and for the purpose of potential future litigation.  Schlueter seconded and motion carried 6-yes.

 

Motion to Return to Regular Session

Vacha moved to resume Regular Session at 9:47 p.m.  Schlueter seconded and motion carried 6-yes.

 

Regular Session

 

Consider and Take Necessary Action with Regard to Administrative Contract Renewal

Schlueter moved to approve an offer to Principal Stithem and Director of Activities/Student Services Nemecek contracts for the 2022–2023 school year with the proposed compensation package.  The board extended their appreciation for their dedication and hard work for this District. Vacha seconded and motion carried 6-yes.

 

Discuss, Consider and Take Necessary Action with Regard to Possible Litigation

Fischer moved to direct Superintendent Peitzmeier and Justin Knight to employ an engineer to analyze the HVAC System in the Elementary Building.  Beck seconded and after discussion motion carried 6-yes.

 

Adjournment

There being no further business on the agenda of this meeting, President Laura Schnoor adjourned the meeting at 9:51 p.m.

The next regularly scheduled meeting of the Board of Education of District #62, Dodge County, will be Wednesday, February 9, 2022, at 6:30 p.m., in the Scribner–Snyder Band Room.  Agenda items are kept current in the superintendent’s office and may be inspected during regular business hours.
