*Prior to the start of the 7:30 Board Hearing, Jack Moles, NRCSA Director addressed the board.
Laura Schnoor, Board President called the hearing to order at 7:44 p.m.
Open Meetings Act:
The board meeting will be conducted in accordance with the Nebraska Open Meetings Act.
Notice of this hearing was posted in advance and with notice and agenda given to all members of the board prior to the meeting date.
The Pledge of Allegiance was recited.
Board Members Present: Mike Fischer, Laura Schnoor, Don Beck, Malia Nemecek, Cory Schlueter, Andrea Vacha
Others Present: Superintendent Joe Peitzmeier, Principal Brad Stithem, Recording Secretary Sharon Meyer
The purpose of this hearing is to study the proposed 2020-2021 budget and receive public comment on the budget as it is considered for adoption by the Board of Education.
Superintendent Peitzmeier reviewed the budget. There were no board comments.

The purpose of this hearing is to hear support, opposition, criticism, suggestions and observations of taxpayers on the proposed 2020-2021 Property tax Request of the District.
Superintendent Peitzmeier reviewed the proposed property tax request. There were no board comments.

EXECUTIVE SESSION
Nemecek moved to enter Executive Session at 8:05 p.m. for the purpose of strategy session with respect to real estate negotiations. Schlueter seconded and motion carried 6-yes.
Fischer moved to resume Regular Session at 8:48 p.m. Vacha seconded and motion carried 6-yes.
ACTION ITEMS
Approval of the Consent Agenda:
Schlueter moved to approve the Consent Agenda as presented which includes the approval of the agenda, the August 10, 2020 Minutes and the September 2, 2020 Special Meeting Minutes, Treasurers (attachment 1) Financial (attachment 2) reports, the actual General Fund expenses- $354,706.19 (attachment 3), and the Special Building Fund expenses-$38,540 (attachment 4) the Adoption of Board Policy 103.0 “Equal Educational Opportunity”, 104.0 “Educational and Operational Planning”, 203.06 “Standing Committees”, 205.02 “Policy Adoption”, 402.01 “Equal Opportunity Employment”, 404.06 “Harassment by Employees”, 501.0 “Objectives for Equal Educational Opportunities for Students”, 501.01 “Educational Equity”, 504.18 “Harassment by Students”, 1005.02 “Community Relations” and placed them on file. Nemecek seconded and motion carried 6-yes.
BUDGET RESOLUTIONS
Nemecek moved that the General Fund Budget for 2020 -2021 be set at $6,711,963 with a Property Tax Requirement of $3,495,303. Beck seconded and motion carried 6-yes.
Schlueter moved that the Building Fund Budget for 2020-2021 be set at $1,162,749 with a Property Tax Requirement of $151,515. Vacha seconded and motion carried 6-yes.
RESOLUTION TO APPROVE THE PROPERTY TAX REQUEST
Nemecek moved to approve the following Property Tax Request as written in the agenda.
2020/2021 TAX REQUEST RESOLUTION
FOR
Dodge County SCHOOL DISTRICT 27-0062
WHEREAS, public was given at least four days in advance of a Special Public Hearing called for the purpose of discussing and approving or modifying the District’s Tax Requests for the 2020/2021 school fiscal year for the General Fund, Bond Fund, Special Building Fund, and Qualified Capital Purpose Undertaking Fund of Dodge County School District 27-0062; and,
WHEREAS, such Special Public Hearing was held before the Board of Education (hereinafter “the Board”) of Dodge County School District 27-0062 (hereinafter “the District”) at the time, date, and place announced in the notice published in a newspaper of general circulation, a copy of which notice and proof of publication of which is attached hereto as Exhibit A, all as required by law; and,
WHEREAS, the Board provided an opportunity to receive comment, information and evidence from persons in attendance at such Special Hearing; and,
WHEREAS, the total assessed value of the property differs from last year’s total assessed value by 1%; the tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be $.748397 per $100 of assessed value; the Scribner-Snyder Community School District proposes to adopt a property tax request that will cause its tax rate to be $.75858 per $100 of assessed value.
WHEREAS, based on the proposed property tax request and changes in other revenue, the total operating budget of Scribner-Snyder Community School District will exceed last year’s by 6 percent.
WHEREAS, the Board, after having reviewed the District’s Tax Requests for each said fund, and after public consideration of the matter, has determined that the Final Tax Requests as listed below are necessary in order to carry out the functions of the District, as determined by the Board for the 2020/2021school fiscal year.
NOW BE IT THEREFORE RESOLVED that (1) the Tax Request for the General Fund should be, and hereby is set at $3,495,303; and (2) the Tax Request for the Special Building Fund should be, and hereby is set at $151,515.
Schlueter seconded the motion.

Nemecek moved to accept the resignation, with regret, of Julie Feldman. Vacha seconded and motion carried 6-yes.

CONSIDER AND ACT ON HIRING OF STAFF
Schlueter moved that Carlie Loth, be hired as an Elementary Teacher for the 2020-2021 school year. Fischer seconded and motion carried 6-yes.
APPROVAL OF POLICY ADOPTION
Fischer moved that policy 1211 “Title IX – “Procedure for Complaints of Sexual Harassment” be approved as presented. Beck seconded and motion carried 6-yes.

ADJOURNMENT
There being no further business on the agenda of this meeting, President Laura Schnoor adjourned this meeting at 9:39 p.m.
The next regularly scheduled meeting of the Board of Education of District #62, Dodge County, will be Monday, October 12, 2020, at 7:30 p.m., in the Scribner–Snyder Band Room. Agenda items are kept current in the superintendent’s office and may be inspected during regular business hours.
