A SPECIAL HEARING OF THE BOARD OF SCRIBNER-SNYDER COMMUNITY SCHOOLS WAS CONVENED IN OPEN AND PUBLIC SESSION ON MONDAY, SEPTEMBER 13, 2021 AT 7:30 P.M.

 

Laura Schnoor, Board President called the hearing to order at 7:30 p.m.

 

Open Meetings Act:

The board meeting will be conducted in accordance with the Nebraska Open Meetings Act.

 

Notice of this hearing was properly published in a newspaper of general circulation by advance Public Notice with notice and advance agenda given to all members of the board prior to the meeting date.

 

The Pledge of Allegiance was recited.

 

Board Members Present:  Don Beck, Mike Fischer, Matta Kruse and Laura Schnoor.  2 Absent- Cory Schlueter and Andrea Vacha

 

Others Present:  Superintendent Joe Peitzmeier, Principal Brad Stithem, Recording Secretary Sharon Meyer

 

The purpose of this hearing is to study the proposed 2021-2022 budget and receive public comment on the budget as it is considered for adoption by the Board of Education.

 

Superintendent Peitzmeier reviewed the budget.  There were no board comments.

Superintendent Peitzmeier reviewed the proposed property tax request.  There were no board comments.

INFORMATIONAL REPORTS:

Board:  None

Principal: 

  • Maps testing – September 22nd – October 5th.  Thank you to Mrs. Fischer, Mrs. Schafer and Mrs. Nemecek for all their hard work setting up the maps testing.
  • Parent Teacher Conference set for Wed, September 22nd from 4:00 – 7:30 pm.
  • SSCS students and staff will be participating in the 2021 Homecoming activities with LV the week of Sept. 20th – 24th.  Coronation to be held at LV at the football game on Sept. 24th with dance to follow at the LV elementary gym.  SSCS will hold a celebration dance for our students at a later date.
  • Dr. Ashely Rasmussen from the ESU was working with our science teachers regarding our new science curriculum.  Sept. 21st, Eileen Barks will be here for Smartboard Training.
  • On Sept. 30th, motivational speaker Cory Greenwood will be at SSCS to address our 6-12 grade students about the topics of bullying and suicide prevention.

Elizabeth Valla addressed the Board regarding the old High School Building.  Elizabeth is still working on finding financial assistance to maintain or rehabilitate the property.  Elizabeth also discussed the After-School Program which the SSCS and the City of Scribner are working together to create.

-Budget Adoption

       Curriculum:

            -Staffing Update:  Ad placed in the paper for para

        Facilities:

            -Trane update:  Firmware has been upgraded and completed.

            -Facilities Study will be presented to the Board during the October 11th meeting.

-Freezer update:  Received bid on a new freezer and also talked to a local contractor 

  regarding the installation of the freezer.

-Will set up a meeting time for the Buildings/Grounds/Transportation committee to 

  meet.

        Workshops/Meetings:

            -NASB Fall Membership Meeting will be held on Sept. 29th.

            -NASB State Conference is Nov. 11th–17th

        Miscellaneous:

            -Homecoming Pep Rally uptown on Sept. 22nd at 12:30 pm.

Updated the Board on Superintendent attendance /absences

 

Other:  Laura Schnoor commented on the SS Booster Club Meal on Sept. 20th during the Volleyball game.

 

ACTION ITEMS

Approval of the Consent Agenda

Fisher moved to approve the Consent Agenda as presented which includes the approval of the agenda, the August 9, 2021 minutes, September 1, 2021 minutes, Treasurers Report (attachment 1), Financial Report (attachment 2), the actual General Fund and Special Building Fund expenses, (attachment 3 & 4) and placed them on file and also excused Andrea Vacha and Cory Schlueter who were absent from the meeting.  Beck seconded and motion carried 4 yes, 2-absent (Vacha and Schlueter).

 

BUDGET RESOLUTIONS

  1. GENERAL FUND BUDGET

Kruse moved that the General Fund Budget for 2021 – 2022 be set at $7,176,776 with a Property Tax Requirement of $3,659,988.  Fischer seconded and motion carried 4-yes 2-absent (Vacha and Schlueter).

 

  1. BUILDING FUND BUDGET

Beck moved that the Building Fund Budget for 2021 – 2022 be set at $1,204,311, with a Property Tax Requirement of $151,515.  Kruse seconded and motion carried 4-yes 2-absent (Vacha and Schlueter)

 

 

RESOLUTION TO APPROVE THE PROPERTY TAX REQUEST

 

WRESOLUTION SETTING THE PROPERTY TAX REQUEST

RESOLUTION NO. School Year 2021-2022

HEREAS, Nebraska Revised Statute 77-1601.02 provides that the Governing Body of Scribner-Snyder Community Schools passes by a majority vote a resolution or ordinance setting the tax request; and

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

NOW, THEREFORE, the Governing Body of Scribner-Snyder Community Schools resolves that:

1. The 2021-2022 property tax request be set at:

General Fund: $3,659,988.00

Special Building Fund: $ 151,515.00

2. The total assessed value of property differs from last year’s total assessed value by 5.1 percent.

3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.721801 per $100 of assessed value.

4. Scribner-Snyder Community Schools proposes to adopt a property tax request that will cause its tax rate to be 0.754396 per $100 of assessed value.

5. Based on the proposed property tax request and changes in other revenue, the total operating budget of Scribner-Snyder Community Schools will increase last year’s budget by 9.22 percent.

6. A copy of this resolution be certified and forward to the County Clerk on or before October 13, 2021.

Motion by Kruse, seconded by Fischer to adopt Resolution # School Year 2021-2022.

Discuss, Consider and take Necessary Action to Approve Board Goals for the 2021-2022 School Year

Fischer moved to approve the board goals for the 2021 – 2022 school year as presented

(attachment 5).  Beck seconded and the motion carried 4-yes 2-absent.

 

DISCUSSION ITEMS

Covid-19 Discussion:  Peitzmeier updated the Board on student’s absence, related to COVID-19. Not wearing masks but doing same procedures as we did previously.  Parent’s are doing a good job at keeping student’s home if ill.

 

ESSER III Funding Application has been uploaded to NDE.

 

ADJOURNMENT

There being no further business on the agenda of this meeting, President Laura Schnoor adjourned this meeting at 8:28 p.m.
